How Does WhatsApp Business API Pricing Work?

Short answer: Meta charges for each delivered message a business sends, at a rate set by the message's category (marketing, utility, authentication or service) and by the country code of the person receiving it. Messages customers send you are free. Your provider adds its own fee on top, so every WhatsApp bill has two parts: Meta's published rates, and the software.

Everything about Meta's model below comes from Meta's pricing documentation, read on 24 October 2026. Meta changes it from time to time; its page is the source of truth, and its rate card lists the current rates.

What are the four categories?

CategoryWhat it isExample
MarketingA template that promotes, re-engages or sells"Your favourites are back in stock, 15% off this week"
UtilityA template tied to something the customer did or asked for"Your order 4471 has shipped"
AuthenticationA template carrying a one-time passcode"Your login code is 482913"
ServiceA free-form reply inside the 24-hour customer service windowAnswering "what time do you open on Sunday?"

Meta also has a separate category for replies powered by its own business agent platform. Replies written by any other AI, including a third-party AI agent, count as service messages under Meta's definitions.

What changed on 1 October 2026?

Per-message pricing replaced conversation pricing on 1 July 2025. From 1 October 2026, Meta's page says:

  • Service messages: each business phone number gets a free tier of 1,000 delivered service messages a month, which does not roll over. Service messages beyond that are charged.
  • Utility messages inside a customer service window, free since July 2025, are now billable.

If your cost model was built before October 2026 on the idea that replies are always free, rebuild it.

What is still free?

  • Everything customers send you.
  • Messages that are not delivered. Meta charges on delivery.
  • The first 1,000 service messages per number each month.
  • The free entry point window. When someone messages you from a click-to-WhatsApp ad and you reply, Meta does not charge your messages in that window for up to seven days.

Why does the country matter?

Rates are set per market, based on the recipient's country calling code, not where your business is. Many countries are their own market, including the United Kingdom, the United Arab Emirates and India; the US and Canada share one market Meta calls North America; and smaller countries sit in regional groups such as "Rest of Western Europe". A London business messaging customers in Dubai pays the UAE rate for those messages.

Are there volume discounts?

For utility and authentication messages only. Meta lowers those rates as monthly volume grows, per market and category, counted across your business portfolio and reset each month. Marketing and service messages have no volume tiers.

How do you estimate a month?

  1. List what you will send, by category: campaigns (marketing), order and booking updates (utility), codes (authentication), and expected replies (service).
  2. Split each by country of the people receiving them.
  3. Multiply by Meta's rate for each category and market from the rate card.
  4. Take off what is free: 1,000 service messages per number, and replies to ad clicks inside the free entry window.
  5. Add your provider's fee.
  6. Model a busy month, not an average one. A good campaign raises replies too, and replies past the free tier now cost money.

Who pays Meta, and in what currency?

Billing runs through Meta Business Suite, and each messaging account has its own payment method and spend limits. Meta offers 16 billing currencies, including US dollars, pounds sterling, euros and UAE dirhams. The currency is chosen when the account is created and cannot simply be changed later. Without a working payment method on your Meta account, Meta stops charged messages from going out.

Five habits that keep the bill down

  • Send marketing only to people who opted in and engage. Unwanted marketing costs money and gets you reported.
  • Do not label promotions as utility. Meta re-categorises them as marketing, so the saving disappears and you risk a warning.
  • Answer within the 24-hour window so you do not need a template to reach the customer later.
  • Use click-to-WhatsApp ads where the free entry window makes the follow-up conversation free.
  • Watch failed messages. You are not charged for them, but they tell you which audience or template is wasting effort.

What ThinnestAI adds

On ThinnestAI you pay Meta's published per-message rates plus our platform fee, and the console shows what you sent and its cost by category. We do not publish Meta's rates on our site because Meta changes them; our fee is on the pricing page. For India-specific detail, see WhatsApp API pricing in India.

FAQ

Frequently Asked Questions

Does WhatsApp charge per message or per conversation?

+
Per delivered message, since 1 July 2025. The rate depends on the message category and the recipient's country.

Are replies to customers free?

+
Partly. Each number gets 1,000 free service messages a month. Since 1 October 2026, service messages beyond that tier are charged, according to Meta's pricing page.

Does my country or my customer's country set the price?

+
Your customer's. Meta prices by the recipient's country calling code.

Do I pay for messages that fail?

+
Not Meta's charges. Meta charges only for delivered messages.

Do AI chatbot replies cost more?

Not under Meta's categories, if the AI is your own or a third party's. Those replies count as service messages. Meta's separate agent category applies to replies powered by its own business agent platform.
