What each WhatsApp Business API error means, whose problem it is — the person you messaged, your template or your account — and what to do next.
WhatsApp tells you why a message wasn't delivered with a sentence and a number in brackets. The number is the code. The most common one by far is 131049 — WhatsApp's limit on marketing messages per person, which happens on every platform and isn't a fault with your account.
About the person you messaged
WhatsApp error 131049 means the person you messaged has reached WhatsApp's limit on how many marketing messages they receive from all businesses combined, so WhatsApp held your marketing message back. It is not a problem with your account, your template or your provider — it happens on every WhatsApp platform. Wait at least 24 hours before sending that person marketing again.
WhatsApp error 131050 means the person turned off marketing messages from your business inside WhatsApp, so WhatsApp did not deliver your marketing message. Respect it: do not send them marketing again unless they turn it back on.
WhatsApp error 130472 means WhatsApp did not deliver your marketing message because the person's account is part of one of WhatsApp's own experiments on marketing messages. There is nothing wrong with your account or template, and nothing for you to fix.
WhatsApp error 131026 means the message could not be delivered to that number — usually because it is not a WhatsApp number, or the person has not accepted WhatsApp's latest terms of service or is using a very old version of the app. Check the number with the person.
WhatsApp error 131047 means more than 24 hours have passed since the person last messaged you, so WhatsApp will not deliver a free-form message. Outside that window, WhatsApp only carries approved templates. Send a template instead.
WhatsApp error 131056 means you sent too many messages to the same person in a short time. Wait before messaging them again — you can keep messaging other people in the meantime.
About your template
WhatsApp error 131053 means WhatsApp could not fetch or accept the image, video or document in your message — often because the link to the file had expired or the file is an unsupported type or size. Upload the file to the template again and resend.
WhatsApp error 132000 means the message didn't supply a value for every blank (variable) the template needs. Fill in every variable and send again.
WhatsApp error 132001 means the template you tried to send is not approved, or doesn't exist in the language you asked for. Check its status, its exact name and its language.
WhatsApp error 132012 means a variable or the header in your message isn't in the format the template was approved with — for example, an image header sent without an image. Match the values to the template and resend.
WhatsApp error 132015 means Meta paused your template because people blocked or reported messages sent with it. Edit the template to improve it and resubmit before sending again.
WhatsApp error 132016 means Meta permanently disabled the template after it was paused for low quality more than once. It can't be sent again — create a new template with different content.
WhatsApp error 132007 means Meta found the template's content violates WhatsApp's policies, so it can't be sent. Rewrite it within WhatsApp's business and commerce policies.
About your WhatsApp account
WhatsApp error 131042 — "There is an error with the payment method" — means Meta couldn't charge the payment method on your WhatsApp Business account, so it stopped delivering the messages it would bill for. Fix the payment method in Meta Business Manager; sending resumes on its own.
WhatsApp error 131048 means messages from your number are being restricted because recent ones were blocked or reported as spam. Check your quality rating in WhatsApp Manager and send fewer, more relevant messages.
WhatsApp error 131031 means Meta restricted your WhatsApp Business account — for a policy violation, or because the verification details on the account don't match. Check the account in WhatsApp Manager to see why.
WhatsApp error 368 means Meta has restricted your WhatsApp Business account for violating WhatsApp's policies. WhatsApp Manager shows the reason and whether you can request a review.
WhatsApp error 131037 means your number doesn't have an approved display name yet, so WhatsApp won't send from it. Wait for Meta to approve the name. Until it does, customers see your number instead of your business name.
WhatsApp error 133010 means your business number isn't registered on the WhatsApp Business Platform, so nothing can be sent from it. Register or reconnect the number.
WhatsApp error 131064 means Meta limited your messaging because some templates were in the wrong category — usually promotions submitted as utility. The restriction lifts on its own; check that each template's category matches what it says.
Temporary, or the platform's to fix
WhatsApp error 130429 means messages were sent faster than WhatsApp allows for your account. It's temporary — slow down and try again shortly.
WhatsApp error 131000 means the message failed for an unknown reason on WhatsApp's side. Try again; if it keeps happening, contact your platform.
WhatsApp error 131009 means one of the values in the message isn't one WhatsApp accepts — often the phone number. Check the number; if it's right, the platform needs to look at it.
WhatsApp error 100 (#100) means part of the request was in a form WhatsApp doesn't accept — an unsupported field, a value that's too long, or a link that isn't a valid URL. It's usually for the platform to fix rather than you.
